The formal acquisition of one of the most promising young players in English soccer is getting closer for Liverpool.
Rio Ngumoha, an England U16 international who debuted with Chelsea’s U18s the previous season and has previously played for the Stamford Bridge team’s U21s, is close to joining the Reds.
He has risen through the ranks fast and was lured away from Chelsea to join the Liverpool Academy in Kirkby.
It’s claimed that Ngumoha chose to move to Liverpool over offers from a number of other national teams because of the obvious route to the first team.
Liverpool claims that Ngumoha’s move is presently going through the stringent five-step inquiry procedure that the Premier League instituted in 2016, which is a must before any Academy player can be registered.
He may then formally join the Reds as a player.
Liverpool has already finished the first stage, which is to send a signed registration form to the Premier League.

In the second phase, Ngumoha, his parents, and representatives from Liverpool and Chelsea will be interviewed by an impartial third party that will be chosen by the governing authority.
The third stage is for the player’s parents and the two teams to sign a statement stating that no money or other inducements were used to influence the player’s decision to transfer.
After that, a report from a third party advising the Premier League board on whether to approve the club’s application to register the player is required at the fourth step.
The Premier League then has the ultimate say over whether to accept or reject the registration application.
The Premier League can impose disciplinary measures if the inquiry reveals any violations of youth development regulations.
