Pierre-Emile Hojbjerg has been granted permission to complete his move to Tottenham after they met Southampton’s valuation of the midfielder.
Everton had a bid of £20m with further add-ons accepted by Southampton last month which Spurs have now matched after making an improved offer.
Southampton have also agreed a separate £12m deal with Spurs for right-back Kyle Walker-Peters.
Spurs have been long-term admirers of Hojbjerg and were confident of beating Everton to his signature knowing he wanted to move to north London.
Hojbjerg, 25, who has already agreed personal terms with Spurs and is expected to finalise his move over the next few days, had one year left on his Southampton deal but made it clear he would not sign an extension as he wanted to join a bigger club.
The former Bayern Munich midfielder’s stance cost him the Southampton captaincy but he is now on the verge of sealing the switch he wanted.
Walker-Peters has been on loan at Southampton since January, making 10 appearances and impressing since the season restarted.
Meanwhile Spurs have confirmed that club legend Ledley King will join Jose Mourinho’s coaching staff as first team assistant.
Mourinho turned to King, who made 323 appearances during 13 years in the first team, to bolster his backroom staff following the departure of tactical analyst Ricardo Formosinho.
