Chelsea want to keep Colwill, but the England under-21 defender is refusing to sign a new contract at Stamford Bridge.
Colwill, 20, is in high demand following an outstanding season on loan at Brighton, when he helped the club achieve a record sixth-place finish in the Premier League.
He subsequently went on to win Euro under-21 gold with England, further boosting his status.

Brighton have already failed with a £30 million attempt to capture Colwill on a permanent basis, while Chelsea have offered a lucrative long-term contract.
The rumors have certainly reached Colwill, who has yet to affirm his desire to stay in a number of social media clips.
Chelsea’s Noni Madueke grabbed his teammate for an Instagram live after winning the U21 final 1-0 over Spain, and said: “We’re both coming back.” He, too, is. I’ll make certain he returns!”
Colwill, on the other hand, appeared embarrassed and did not comment, and a similar film became viral a few days later.
While relaxing at a pool on vacation, his friend brought up the Liverpool rumors, to which Colwill answered, “No football talk, man.”
The Reds have already added two new players this summer, signing Alexis MacAllister and Dominik Szoboszlai to strengthen their midfield.
Jurgen Klopp’s priority is now arguably defense, with five alternatives at center back, some more trustworthy than others.
Along with Virgil van Dijk, Joel Matip and Joe Gomez have both been injured, while Ibrahima Konate has also struggled to stay fit.
Nat Phillips is another option for Klopp in the middle of defense, but if he signs, Colwill will go immediately up the pecking order.
